That's pretty good, but part of what makes this weapon so great is that you can do another 1D4 damage with a bonus action. It's like duel-wielding without any of the annoying rules. This is correct. If you want to be rogue primary with the double scimitar, straight Swashbuckler is probably the way to go. Pick up between two and six fighter at Tier 2. Great weapon style technically works with the double scimitar, though rerolling 1's and 2's on a d4 means you're probably still going to get a 1 or 2.
