The only reason to build a base is to build and get iron or better things. Therefore you should be at least around lvl 10 when you can start making iron stuffs and obviously build near iron. The fastest leveling this patch is journeys first then exploration. A good amount of journeys are just exploring locations.
There's a lot of really good PvE options. None of them are the best in all circumstances. I'd say the only ones to avoid would be spear, one hand mace, and the new greataxe. Everything else has strong use cases. Best all-round would probably be axe+shield and greatsword. #8.
