The difference is Advance Wars 1's opening scenario has the "totally not Russia" country launching an unprovoked invasion of another country. It's a little more on the nose vis a vi current events than the simplistic "this game is about war and there's a war happening, so they delayed it" thing that people keep trying to frame it as.
