I use Wix, Fram and Purolator oil filters and found only the Wix has a 27 psi setting. Fram and Purolator spec a lower range as shown in the comparison table below.

As long as the filter meets Harley's 5 micron rating I'm sure your fine however you may want to look at specs to be sure.The filter you want is W950/4. Other options are Purolator L40316, Wix 51333 / Napa Gold 1333. If this noise you speak of happens after the engine is up to normal operating temperature it has nothing to do with the oil filter.
